Addressing the issues of decreasing subsidies on tuition. This will involve looking at the best way to deal with the reduction in subsidies. I believe the issues of subsidy reduction is out of the hands of UWI Mona Administration or any university administration for that matter. It is more a national and regional issue as counties in Caribbean are trying to integrate through CARICOM, the Caribbean Common Market and the Caribbean Single Market (CSM). This means that there will be free movement of human capital (persons working and going to school) to any country within the member sates. As a result, they will be given the same tuition benefit of citizens. I believe that Jamaica will not be able to subsidize tuition for its citizens as well as foreigners and therefore need to reduce the subsidies on tuition. In light of this, I believe that the reduction can be dealt with by the Jamaican government in the following manner: Working out the best possible reduction policy Looking at better Student Loans policies Lighter qualification criteria and a review of the interest rates.
